Decree calling VI Table for National Dialogue

“REPUBLIC OF EQUATORIAL GUINEA

PRESIDENCY

DECREE number 102. 2018, of 13th June, calling the VI Table for National Dialogue between the Government, Public Institutions, Legalised Political Parties, Political Leaders and Activists, and Civil Society in Equatorial Guinea.

Considering that political dialogue and agreement through successive Rounds of Negotiations carried out between the Government and all the Political Forces in the Nation have been key elements in national reconciliation and unity, peace, stability, social cohesion and solidarity that today reigns in Equatorial Guinea following the changes which took place in the country in 1979

Deeming that, despite all this effort, and the atmosphere of internal peace and stability that the Republic of Equatorial Guinea enjoys, there are still attitudes and behaviour by some citizens that, in conjunction with foreign powers, carry out actions that undermine that atmosphere of peace and harmony.

Recalling that the planned mercenary invasion organised from abroad against the Republic of Equatorial Guinea would have taken the country to a level of violence with unforeseen consequences in the event of having been successful.

Considering that all political complaints supposedly encapsulate the lack of basic rights demanded by the People.

For the sake of keeping the peace, stability and current development of the nation, and with a view to the consensus arrived at by the Mixed Monitoring Commission of the Binding National Pact between the Government and Legalised Political Parties:

Using the faculties granted to me under current legal provisions,

I DECLARE:

Article One.- From 16th to 21st July 2018, of a general nature, the VI Table for National Dialogue between the Government, Public Institutions, Legalised Political Parties, Political Leaders and Activists, and Civil Society in Equatorial Guinea is called.

Article two.- The regime of discussions in the Negotiations Round called will be totally free, with no limitations or restrictions, in the terms set out under Law, and will have the aim of defining all circumstances, causes or attitudes infringing the basic rights and freedoms of citizens susceptible to altering the peace, harmony, reconciliation and solidarity of the People.

Article three. – The Government of the Republic shall adopt all political, legal, administrative, social and humanitarian measures in order to facilitate the participation of all political players who are living in exile abroad.

Additional provision: – The Ministries of the Interior and Local Corporations, and Foreign Affairs and Cooperation, are empowered to take whatever steps are necessary in order to best comply with the provisions of this Decree.

Final provision: This Decree comes into force on the day it is published through the Official News Media.
